THEREFORE BE IT RESOLVED THAT the CFBPWC request the Government of Canada to establish a correctional plan for Federal female offenders based in a study of their needs and with a view to their successful rehabilitation on release, both the study and the establishment of the plan to precede decisions regarding the site, design, program and staff for any new Federal institution for women.
