THEREFORE BE IT RESOLVED that BPW Canada urges the Government of Canada to amend Section 318(4) of the Criminal Code to include gender as an identifiable group paralleling Section 3(1) of the Human Rights Act. FURTHER BE IT RESOLVED that BPW Canada urges the Government of Canada to amend Section 19 of the Immigration Act to include the following class of inadmissible persons:Persons who there are reasonable grounds to believe will communicate statements in any public place which incites others to hate crimes against any identifiable group as will be defined in Section 318 of the Criminal Code.” “
