Bill C-38: Letter to Finance Committee

 Letter issued on behalf of BPW Canada, based upon related member approved resolutions and policy statements.

RE: Bill C-38
Dear Members of the Finance Committee:
As the immediate past president of the Canadian Federation of Business and Professional Women, on behalf of BPW Canada I am writing to express our serious concerns about Bill C-38. This is not a budget bill. It's a massive bill that goes beyond taxes and expenditures, that will place great power in the hands of Cabinet and unelected bureaucrats, and that we believe will change the face of Canada as we know it.
Of particular concern to women, it:
•    Reduces the auditor general’s powers to hold government accountable
•    Changes the environmental regulation and demonstrates changes in policy direction
•    Eliminates the National Council of Welfare
•    Eliminates Assisted Human Reproduction Canada
•    Eliminates the Centre for Human Rights and Democratic Development
•    Eliminates review tribunals for Employment Insurance, CPP Disability and Old Age Security (OAS), and rolls all three into a  “Social Security Tribunal” made up of 74 government-appointed people who, we understand, will deal with these appeals by phone from Ottawa.
•    Changes OAS eligibility from 65 to 67
Additionally, it:
•    Weakens environmental laws by leaving broad decision making  to Cabinet and Ministers
•    Offers less accountability and few opportunities for public participation
•    Suggests the National Energy Board will be exempt from species at risk protections; e.g., there is no guarantee that an    environmental assessment will consider the impacts of a proposed pipeline project and related oil tanker traffic on the habitat of endangered orca whales
•    Provides the Cabinet with the ability to override National Energy Board
•    Repeals the Kyoto Protocol Implementation Act so that there is no more domestic accountably measures on climate change
Some of you may recall that, in 1994, when an Omnibus bill was presented by the Liberals, PM Stephen Harper, then a Reform MP, stated:  “In the interest of democracy I ask:   how can members represent their constituents on these various areas when they are forced to vote in a block on such legislation and on such concerns? … We agree with some of the measures but oppose others.   How do we express our views and the views of our constituents when the matters are so diverse?” Why the change in attitude on the part of the Prime Minister now?
The solution is simple. Break this bill into its diverse parts (as the Senate has done already), debate each element on its merits and vote. What is the rush?
We add BPW Canada to the growing list of organizations and non-profits throughout Canada that ask that this process be stopped, and that vigorous debate on the diverse elements of Bill C-38 be allowed in the House of Commons. Virtual Convention 2020

BPW Canada’s 47th Biennial National Convention
Virtual Convention: October 17 - 18, 2020

The Canadian Federation of Business and Professional Women (BPW Canada) remains committed to keeping our members informed about actions we are taking during this time. We continue to prioritize urgent needs while providing connections through social media and our website.


The COVID-19 pandemic has taken a significant toll on our lives and incomes to date and may continue for weeks or months. In response to this personal and financial impact to our members we have decided to postpone the BPW Canada Convention until October 2020.


The BPW Canada Board met earlier this month and voted to hold a virtual Convention on October 17 - 18, instead of an in-person event. By moving this to an online process we can avoid the cost and health risk of travel for our members. It is important that we hold the Convention in a timely fashion as per our by-laws and for the election of the new Board. We will use this extra time to create a truly memorable experience for all BPW members to join in, maybe for their first time. More details on the BPW Canada Virtual Convention to come in the future.

BPW Canada Events

BPW Canada holds a National Convention every 2 years, on even-numbered years (e.g. 2000, 2002, 2004). A National AGM is held in the alternating odd-numbered years (e.g. 2001, 2003, 2005). Both events are usually held in the late summer. 

BPW Canada's Facebook Events Page is updated frequently and includes BPW events across Canada and the world plus events of interest to BPW members and friends. Please note, the list is not complete, interested in a BPW Canada event in your area, find a club near you!.

Congress 2020  

  • BPW International Congress: 2020 - Postponed

    May 12, 2020 - Rescheduling Announcement from BPW International President, Dr. Amany Asfour:

    All my very warm regards to you. Wishing you all and all BPW members with all your loved ones to be safe and healthy. As you all know that our BPW International congress was scheduled to be on August 21-25, 2020 in Hilton Orlando Lake Buena Vista. As many of you have already sent requests to postpone the congress due to COVID 19, and as the organization of the congress at the scheduled time was not possible. After negotiations with the Hilton hotel, the hotel agreed to cancel the contract with no cancellation fees as per the impossibility clause in the contract as the COVID 19 is an act of God and is beyond the control as A force Majeure. Hence, the financially binding contract with the Hotel that was signed last triennium is now cancelled. This will give us better chances to have lower registration fees for the congress and have different service providers.

    As per our governance documents, the executive decides the time and place of the congress. The executive will discuss the best options for the rescheduling of the congress and will come back to the International Board with all the details and all the options for your opinions and input. We are really looking forward to having our BPW International congress and meeting with all our BPW sisters across the world to celebrate our 90th Anniversary as this congress is really a historical celebration in the history of our organization.

BPW Canada Advocacy

 BPWC Resolution Database BPWC Briefs BPWC Commendations


BPW Canada has been recognized for its many projects over the years, from the Women's Empowerment Principles to Equal Pay awareness campaigns and submission of Briefs to Government including the need to declare Equal Pay Day nationally, the fight against human trafficking and being a voice for the Indigenous people.

Briefs result from Resolutions, developed mainly by local clubs, and passed at a National AGM/Convention that contain directives to urge the federal government and/or as appropriate specific ministries to take some sort of action. Opportunities to meet with the ministries affected by the resolutions enclosed in the brief are requested/granted. These meetings provide a further opportunity to strengthen our relationships with decision-makers and to reinforce how and why we feel our resolutions should be implemented.

Organizations such as the United Nations and other foreign governments from all over the world have acknowledged and applauded BPW's efforts to improve conditions for all women. Our mission, vision, aims and principles guide us to our ultimate goal which is to improve conditions for all women.

Clubs across Canada work on advocacy issues. Some of the methods utilized are the development of resolutions, community workshops/seminars, community marches and protests etc.
